Yes, I have lost my hair on my hair line  back to the center of my head. Rowland said five tests indicated the woman had anthrax, but no one knew where she might have picked it up. "It's difficult to explain how the person contracted anthrax," he said. "There is no evidence [she] contracted the disease as a result of a criminal act." Officials with the federal Centers for Disease Control and Prevention vowed late yesterday to double-check the state's results immediately. CDC spokesman Tom Skinner said the agency hoped to have more tests results by today. Doesn't fit pattern The potential new case is particularly puzzling because it doesn't resemble almost all the other confirmed cases. The CDC has confirmed 17 cases of anthrax to date, including four deaths. All but one are believed to be connected somehow to anthrax-laced letters mailed to lawmakers and the media. The only other case that has no apparent connection to the mail is that of 61-year-old Kathy Nguyen, a Manhattan hospital worker who died Oct. 31 of inhalation anthrax. Coincidentally, a man was arrested in Derby last week not far from where the woman lived and accused of sending threatening anthrax letters. But authorities said those were a hoax. State and hospital officials said the stricken woman arrived at Griffin Hospital's emergency room last Wednesday with a relative. Doctors thought she had pneumonia, but a preliminary test at the hospital came back positive for anthrax Saturday. Four subsequent tests by the hospital and the state health department reinforced the positive anthrax reading, officials said. Rowland said the woman lived alone and had no apparent ties to government or the media. Hospital Vice President Bill Powanda said that when the woman arrived at the hospital, she was lucid enough to help doctors re-create her recent history. Powanda wouldn't say whether the FBI had interviewed her, but bureau officials confirmed they were looking into the matter. Her home in nearby Oxford was sealed off by health officials and the FBI. Last week, the FBI arrested a Bosnian in Derby, a few miles from the woman's home, and charged him with mailing letters making anthrax threats to state and federal officials. As the woman called authorities, relatives of the New Jersey girls were maintaining their solemn vigil at Beach 17th St., waiting for the final body to be found. Rahela surfaced shortly after drowning and Jubeda was found on Saturday. "We were praying and we saw helicopters flying over one area," said Akkas Ali, one of the relatives. "For some reason, we knew something was happening. So we jumped in our cars and we saw them take out the body." With resignation and relief, the relatives spoke about this last recovery, coming a day after Jubeda's funeral at a packed mosque in Paterson, N.J. "God gave us a special courage to come here every day," said Monsor Ahmed, an uncle. "And we strongly believe that God helped us. Finding her body is very painful, but we accept that. But now we have the body, so at least we can give her a proper funeral." "They intend to chip away at the system every time it comes up for renewal until there's nothing left." But Bruno and landlord groups praised the Long Island Republican for supporting changes in the law. The landlords accused tenant advocates of blocking any legislative compromise. "The senator is right that we don't need to create unnecessary panic," said Joseph Strasburg, director of the Rent Stabilization Association, the city's largest landlord group. To drop something out the door, Foresto said, the pilot would have to slow the plane to the point of almost stalling the engine, tip the nose up and roll it to the side to open the door "half an arm's length" away. "But we will offer existing ticket holders the right to see the new event from a special VIP area at a new location. No one's money will be jeopardized," Leber said. He said he thinks he'll conclude negotiations on a new venue in the next few days, but he hasn't yet lined one up. He said prices for the new event are to range from $75 to $375.  The performers on the Javits bill have been paid at least half their fees. "Some of them have received more than 50%," Leber said. "We're standup guys." A music-business fixture credited with launching the careers of Aerosmith and Michael Bolton, Leber had worked on Celebration 2000 since 1996. Separate truce talks In return, the Palestinian Authority would ensure security in those areas and stop militants in their midst - including renegades who have not signed onto the ceasefire - from launching attacks against Israelis. Abbas had resisted Sharon's demands for a crackdown because the Israeli occupation of the West Bank and Gaza decimated his security forces and he feared a Palestinian civil war. "Hamas has studied all the developments and has reached a decision to call a truce," said its founder, Sheik Ahmed Yassin. There are several general reasons, ranging from physical and emotional abuse and "deviant" sexual practices to drug and alcohol abuse and insanity. Church marriage courts, called tribunals, also set aside marriages in cases involving close family relationships - the grounds when Giuliani obtained an annulment from his first wife, who was also a second cousin. If the grounds for an annulment are based on psychological factors - roughly equivalent to an incompatibility claim - the marriage tribunal may require the plaintiff to meet at least once with a psychologist or psychiatrist. The process of annulment can take 18 months and cost $1,000. Because marriage is a binding sacrament, Giuliani could find himself at odds with his church if he remarries without an annulment. In that case, theologians said, he might find himself in a state of mortal sin - a sin so heinous that, according to the church, he risks eternal damnation if unpardoned at the time of death. In this case, adultery is the mortal sin. The church also has standards for what it deems "public scandal," and Giuliani's relationship with a divorced girlfriend, Judith Nathan, does not meet them, experts said. "It was horrible," said Fils-Aime, 51, who now uses a walker to move around. "It's been a tough and slow recovery. Even if I am in a deep sleep, if I hear a barking dog, I will wake up automatically." She is on disability leave from her job as a secretary for Columbia Button and Nailhead in Brooklyn. Her wounds will require more skin grafts, and her emotional scars are nearly as raw. "It still makes me scared to think how close I was to dying," Fils-Aime said. "I don't know how I will react if I see a dog in the street." Liberman, 74, fared even worse. The Ukrainian immigrant is in critical condition in Staten Island University Hospital's burn unit. Both victims' lawyers are considering naming those agencies as defendants in the suits. "She . . . kept pointing to the direction of her house," Nagy said. "She was bruised on her legs and back, and she was slashed in her throat. It was horrible." Neighbors said a man who was driving by stopped and wrapped Rahman in a blanket until police arrived. "She was hurt, so I just helped her," the good Samaritan told cops, refusing to give his name. Neighbors said they did not know much about the family except that they were the landlords of the two-story house. Two New York City researchers won the Nobel Prize in Medicine yesterday for their discoveries in brain cell communication.  Paul Greengard of Rockefeller University, and Eric Kandel of Columbia University were honored for years of research that helped pioneer treatments for neurological and psychiatric ailments, such as Parkinson's disease. They will share the prize with Arvid Carlsson, 77, of Sweden's University of Gothenburg.  Greengard, 74, and Kandel, 70, were not expecting the 5:15 a.m. phone calls from Stockholm. "I said to my wife, 'Who's the jerk that's calling me?' " Greengard said. The three scientists, who mostly worked independently, will share the $915,000 prize. Their research spanned decades. The Nobel Assembly credited Greengard, Kandel and Carlsson for research that helped in the development of anti-depressant drugs such as Prozac. He also was convicted of felony murderthat he caused a death in commission of a felony, the arson. He was sentenced to at least 17 years in prison. Kuby said he has uncovered only one other case in New York where a man was convicted of fourth-degree arson and felony murder. In that case, the man intentionally set a mattress on fire, leading to the death of two people, he said. Kuby will argue that Smith took precautions and was not reckless. Smith placed the makeshift candle in a metal tray, which he moved away from the wall. He also nailed a blanket to the wall to minimize drafts, Kuby said. Kuby contends prosecutors threw the book at Smith, in part, because he was a black man with a criminal record and a drug habit. "There's an overall feeling that Edwin Smith was treated much more harshly and unfairly than someone who was white and wealthy would have been," Kuby said. Prosecutors also showed no mercy toward Smith because Clancy was a hero, he said. "They wanted their pound of flesh and they got it," Kuby said. Queens prosecutors would not comment on the appeal but said they would fight it. The case became a political lightning rod, with Mayor Giuliani blasting the parole system for freeing Smith. New York has the second-highest overall rates in the nation, and consumer advocates said the latest development could propel them even higher. But the Democrat-led Assembly and the Republican-controlled state Senate have bickered over which has the best plan. Assemblyman Pete Grannis (D-Manhattan), chairman of the Insurance Committee, said the rate hikes would have a harsh impact on consumers. He accused the Pataki administration's Insurance Department of being too eager to cater to the industry's needs. But department spokeswoman Joanna Rose said the Assembly has failed to adopt anti-fraud reforms. "The average consumer foots the bill for $200 worth of fraud and abuse each year," said Rose, who acknowledged that the department approved Allstate's request for higher rates late last year. Without reform, she said, "There is a possibility that fraud could cause companies to end up like things have ended up in New Jersey. . . . "God answered my prayers," said the beaming, 70-year-old great-grandma from Jackson, Miss. "My grandfather lived till he was 112 years old, so as long as God gives me the strength, I'm ready to handle them." The boys' mother, Janique Walker, 24, had abandoned Tyquan at a Staten Island drug rehab center when the tyke was 18 months old. She then dropped little Anthony on the church steps not far from her grandmother's home. Janique Walker visited the church once in September, but she hasn't been heard from since. Her sons spent the last year in a Staten Island foster home. "I think she's in Manhattan somewhere, but there's not much I can do for her," Vertice Walker said. "She's got to do it on her own." After the ceremony, the newly baptized boys hid behind their great-grandma's skirt. When asked how it felt to get baptized, Anthony stared at his sneakers and whispered "good." Lucas promised their lives would get even better. He gave both boys full scholarships to the Bridge St. elementary prep school."Bless these African-American male children as they make their way through the stages toward manhood," Lucas said. "Who knows? Anthony may be a pastor at Bridge Street Church someday." Later, Walker grinned sheepishly and confessed, "We were thinking the same thing."

Neither was the popular answer at the Apolloing to avoid saying it isn't the answer. Three, passion. Handed the Confederate-flag question, Gore said his answer was "One nation, one flag." Bradley talked several times about how "white Americans need to stop denying the plight of black Americans." Right answer, right answer. But the average worker orders coffee and a roll with more intensity. After Whitney Houston played the Apollo, she talked about how the audience went crazy over "this great big old voice coming out of this little thing with these skinny little legs." With Gore and Bradley, it's the opposite: big old guys, little skinny voices. But as with George W. Bush and John McCain on the other side, one still is going to win, and winning has a way of amplifying voices. You got the feeling, watching them on the Apollo stage, they'd love to send the crowd home with fire in its footsteps, and maybe last night gives them a push toward doing it. But Benjamin testified that he examined Negron, 33, and mistakenly concluded the fetus was less than 14 weeks old. It wasn't until after Benjamin was in the midst of the abortion that he realized the fetus was much larger. "I removed the [suction device] and then I did a pelvic exam, and then I found out that the infant inside was bigger than I expected. Then I came to the conclusion that I made a mistake." He testified that Negron would have bled to death had he rushed her to the hospital. "I could not take the responsibility to stop the abortion and send the patient in that condition to the hopsital," Benjamin testified. But the prosecution charges that Benjamin botched the abortion on Negron, who was five months pregnant, let her bleed to death on a table while he performed an abortion on another patientthen lied to cover up his mistakes. Prosecutors say Benjamin cut a 3-inch gash in Negron's vagina, uterus and cervix because he misjudged the size of the fetus. The mother of four was a Honduran immigrant. Benjamin admitted he cut Negron, but said the cut was between 1/4-inch and 1/2-inch long. Benjamin also admitted his license had been twice revoked by New York State for past problems with surgical procedures, including Caesarean sections and vaginal plastic surgery. Benjamin, born in Iran, said he came to America in 1966 and never left. Madonna herself morphed from kilt-clad punk to geisha gal to Texas two-stepping hick who sings a song about eating daddy's barbecued bones - "They sure taste good!" - then admonishes the crowd not to take this as an homage to cannibalism. Wanna-bes, take note. Clearly this was weird for weirdness' sake, but do you think anyone cared? Hardly! They didn't come to critique. They came to soak up the life-affirming aura of their she-did-it-her-way heroine. Even on the way in, fans could barely be coaxed into talking about Madonna's latest songs or their favorite shows past. Over and over, the phrase you heard most often was "role model." It was like a throng of MIT graduates discussing Bill Gates. "If I could sit down and have dinner with her and pick her brain," said Jamie Milici, a 29-year-old single woman from Hoboken, "I'd find out how she stays focused." Focused? "She's her own corporation and she runs her life that way. She's a great role model." And, by the way, she dances and sings. Because its price tag is more than $1 billion more than what Gov. Pataki wants to spend on school aid, the proposal threatened to jam up debate as lawmakers face an April 1 budget deadline that hasn't been met since 1984. In an unusual move, the Assembly wants to commit $3.4 billion to increase school aid - with back-to-back $1.7 billion jumps in each of the next two years. Speaker Sheldon Silver (D-Manhattan) said the plan would provide greater equity - as well as increases for every school system across the state - with 70% of the added funds targeted at high-needs districts. Meanwhile, Senate Republicans - typically between the two ends of the spending spectrum - offered $925 million more for schools. But in an illustration of the deep divisions in the Capitol, Senate Majority Leader Joe Bruno (R-Rensselaer) warned the Assembly plan was so high "we're going to have a heck of a time" achieving compromise. Pataki also was cool to the Assembly proposal, with his spokesman saying that schools have received four consecutive years of aid hikes. In marketing the Assembly plan, Silver contended the Pataki proposal would be "nothing less than catastrophic" for children already getting inadequate resources. The state now spends $13.6 billion a year on public schools. The Assembly plan includes a provision touted by lawmakers who feel some cities are not supporting their own schools adequately. Chasing what's left of the playgoing audience are seven acclaimed productions, among them: "Seven Guitars," "Master Class," "A Delicate Balance" and "BuriedChild." Benjamin Mordecai, the producer of "Seven Guitars," says the increased competition "makes it difficult to create a sense of urgency about one particular production. There used to be a window of opportunity after the reviews came out when your play was the center of attention. This year, that window is very, very slim."Mordecai says that while his play has been profitable each week, it needs to beef up its advance sales. Marketing has become the mantra on Broadway this year. "It is absolutely essential to carve out a niche for yourself," says Nina Keneally, producer of the Sam Shepard play "Buried Child." In the case of "Buried Child," Keneally says she has identified the play as a black comedy along the lines of "Twin Peaks," and so, "we are targeting a younger audience that might not normally go to see a Broadway play." The fallout for plays will come this summer, when upscale New Yorkerswho make up most of the playgoing audienceleave the city for the country or the beach. There will, of course, be a flood of tourists, but tourists go to musicals, not plays. "If we can make it through July and August, we can bounce back in the fall," says Robert Whitehead, producer of "Master Class." "But there is no question that for some plays, the summer months will be tough." How are the 14 blockbuster musicals now on Broadway faring? With the exception of "State Fair," which opened to mixed reviews and is struggling to find an audience, most seem to be roaring ahead. James Freydberg, producer of the $10 million musical "Big," says, "At this point, I think there is a large enough audience to support most of the new shows." "No market is unlimited, but right now there is an excitement about Broadway, which is filling the street with theatergoers," says Roger Berlind, producer of "A Funny Thing Happened on the Way to the Forum." Fueled by its star, Nathan Lane, "Forum," says Berlind, has racked up a $5 million advance. Even such long-running shows as "Cats," "Phantom of the Opera" and "Les Miserables" seem to be booming despite the competition. Says "Phantom" general manager Alan Wasser: "The conventional wisdom would suggest that new hits would crowd out old hits, but in fact our audience has not diminished at all." Not all producers of musicals are quite so bullish, however. Some predict that sooner or later attendance, especially for revivals, will fall off. "Everybody wants to celebrate the return of the glorious Broadway season," says John Hart, producer of "How to Succeed in Business Without Really Trying." "But a year from now, when we look at how many shows have actually made back their money, the picture won't look so great." Hart admits that his show, which opened a year ago, would be struggling if he hadn't snagged superstar couple Sarah Jessica Parker and Matthew Broderick for the leads. When they leave in July, Hart says, he will have to recast the show "creatively" to keep it running.

Lewis, 43, introduced Dovilas as her husband, Steve Lewis, and Dovilas answered to the name "Mr. Lewis" and signed health benefit forms with that name in subsequent visits, Stone told cops. The urologist tried a variety of remedies, including injection therapy and the so-called sexual wonder drug, Viagra, according to court papers. But Viagra proved too much of a good thing: Dovilas experienced an erection that wouldn't go away and "wound up in the emergency room," sources said. So in December, Dovilas underwent penile-implant surgery at Columbia-Presbyterian Medical Center, authorities said. The insurance scheme fell apart, prosecutors said, when Lewis' estranged husband got bills from the hospital and Stone for the surgery. Steve Lewis notified the hospital, Stone, Local 1199which represents and insures health care workers, including Jeane Lewisand the police of the alleged fraud, prosecutors said. Cops questioned Jeane Lewis last month. She told them she knew nothing about the allegations and denied knowing Stone, prosecutors said. He told cops he knew the woman from a previous job at Montefiore Medical Center. "Andre Dovilas is my brother's friend, but I don't know him that well," she is said to have told police. Yesterday, Dovilas and Lewis found themselves in a Manhattan courtroom pleading not guilty to insurance fraud and forgery charges stemming from the scam. If found guilty, they could get up to seven years in jail. Despite the severity of the charges, Dovilas had a big grin on his face while standing in court. Court officers, aware of the charges, exchanged knowing smirks. Dovilas and Lewis were released without bail. On the advice of their attorneys, Mark Weinstein and Robert Plautz, neither Lewis nor Dovilas would comment, and they tried to block photographers from taking their pictures as they left court.

Ronald (Ra) Herron, an alleged Mad Dog Bloods leader, called one witness from prison to warn her against fingering him in the slaying of a rival drug dealer in the Gowanus Houses, prosecutor Karen Bennett said. Darnell Saunders, a second key witness, said he changed his mind after he was shot at while walking with his son, and after a friend of Herron threatened his mother. "I heard him screaming, 'You don't understand, I have a family. I can't do this. I have a family!' " said Bennett, who listened as Saunders told cops that he wouldn't testify against Herron. "He broke down in tears. 'I can't spend the rest of my life looking over my shoulder. They shot at me when I was with my son. They have gone to see my mother,' " the prosecutor quoted Saunders as saying. Amber Hudson, the other eyewitness, had second thoughts after Herron called her at home from prison, said Bennett. "Bad things would happen" if Hudson fingered the gang leader in the June 16, 2001, slaying, Bennett quoted Herron as saying in the phone call. Denies making calls Herron's defense lawyer, Terence Sweeney, said Herron knows nothing about the intimidating visits and phone calls. "He absolutely denies it," Sweeney said. Herron was accused of shooting Frederick Brooks, 18, four times inside the lobby of a building in Boerum Hill.  Prosectors said Brooks, who was found with 10 bags of crack cocaine, was executed because he poached on Herron's drug turf. The no-show witnesses left prosecutors with just one witness who actually came forward to testify against Herron. After fingering Herron as the shooter, that witness told jurors that someone came to her home and asked for her granddaughter.  The mysterious emissary claimed "Ra" wanted her to know it was in her "best interest" not to testify. Bennett spoke about the no-show witnesses last week at a hearing, but the jury in Herron's two-week trial never got to hear why they failed to show up. Jury left in the dark Supreme Court Justice Cheryl Chambers ruled prosecutors could read the other two witnesses' statements to police and a grand jury in which they fingered Herron.  But the judge told the jury only that the pair would not testify at the trial "because of the defendant's actions." With the jury left in the dark about the alleged intimidation, Herron's defense attorney accused Saunders of being the real shooter, saying he admitted being near the victim when the first shot was fired. Prosecutors dismissed that charge. The jury acquitted Herron of second-degree murder Thursday. Herron remains in jail and is expected to appear in court today. He still faces drug charges stemming from his arrest in July 2001, during which cops found drugs inside his apartment.

Doctors at Mary Immaculate Hospital pronounced him dead an hour later. What killed Justin remained a mystery last night as detectives searched for those who were with him just before he collapsed. Some witnesses said they saw the boy being kicked, but investigators found no bruises or other signs of violence on his body. "They don't know whether it was an attack by some kids or whether they were just playing," Johnson's godmother, Pat Watts, said last night. An only child who lives with his mother in Laurelton, Justin was visiting his dad, Quame Johnson, yesterday and was outside playing when he was stricken. "This is the worst day of our lives" the heartbroken father said last night, wiping a tear from his eye. "I am dying inside." With him was Justin's grandfather, Fred Johnson, an aunt, and his mother Marie, who was too upset to talk. No one in the family could think of why anyone would want to hurt Justin. Meyer, active in children's causes and other philanthropic efforts, recently had hosted a fund-raiser aboard the Intrepid Sea-Air-Space Museum, friends said.In addition to opening her lavish, art-filled mansion to fund-raisers, she opened her doors to friends, struggling artists and Latin American refugees. The couple took the occasion to divulge some of their secrets to a successful marriage. "You have to have plenty of patience," said Pauline Pryor. "You have to take the bad days with the good days. Some people just give up on the bad days, and you have to keep going." Julius Pryor, a retired Long Island Rail Road employee, offered some brief advice: "Pray to God!" The Pryors, who live on St. Nicholas Ave., have five living children, 14 grandchildren and 15 great-grandchildren - many of whom came from near and far for yesterday's Mass. "It's fantastic that they've always been together," said granddaughter Juliette Thomas, 46, of Delaware. "They're monarchs of the family, and they keep all of us in place." The Mass gave some perspective to one of the couple's grandsons, Vincent Bracy, who said he and his wife, Priscilla, will mark their 13th anniversary in May. "We've a long way to go to break their record, but we're up for the challenge," said Bracy, 38, of the Bronx. "They're inspiration for us." The Pryors' love story began in the early 1920s, when 19-year-old Julius moved to the city from South Carolina. He met the New York-born Pauline through his stepmother, who happened to be Pauline's hairdresser. They lived across from each other on W. 99th St. After a nine-month courtship, the two wed on July 28, 1924. "And they've been together ever since," said their daughter, Gertrude Bracy, 66.
